What is the status of my requisition?

To check the status of your CFS Requisition: Log into CFS and ensure your requisition reflects both “Approved” status and “Valid” Budget Status. Note: If the requisition status shows “Open,” this means the Approver has not yet approved the requisition. If Budget Status reflects “Not Checked” the requisition is not yet available for Buyer Assignment. Once Approved and Budget Checked, the requisition will available for assignment to a Buyer. Can I change information on a requisition after I save it?

This question requires a multi-level response. The requestor can only make changes to requisitions that are in ‘Open’ status. Once a requisition has been approved, only the approver can go back and make changes. However, this can only be done prior to the requisition being sourced into a PO by the buyer. Once the requisition is sourced into a PO, only the buyer can make any changes.

Can I instruct the vendor to proceed once I have submitted a requisition?

No. Submitting a requisition does not constitute approval to proceed. The vendor cannot act without a fully-executed purchase order from Contracts and Procurement.

How long does it take to process a requisition?

It depends on a number of factors beginning with the nature or complexity of the request. Excluding emergencies based on health, safety, and welfare, classroom materials, requisitions are processed as quickly as possible on a first come, first served basis. Other time determinants include buyer workload, bid requirements (if applicable), vendor terms inconsistent with the CSU Policy, missing or partial information, lack of clarity, vendor quotes over 30 days, additional authorizations needed, freight determinations, insurance, Vendor Data Record Form 204, etc.

Can I sign a vendor quote?

No. Only the buyer is authorized to sign vendor quotes.

How can I tell when my purchase order has been processed?

A purchase order has been fully-executed when the word ‘Dispatched’ is displayed next to the PO number on the Document Status screen. If you do not specifically see this word, the order is still in process and the PO number should not be released to the vendor.

Who should I contact if I am having problems with my order?

The first point of contact should always be the buyer listed at the bottom right of the purchase order.

Can I sign an agreement for zero dollars?

No. Department personnel cannot sign contracts or agreements regardless of whether there are dollars associated or not.

What situations require insurance?

It is the policy of the CSU to require insurance or a risk analysis by the University Risk Manager for all services.

Can faculty, staff, or students be hired as independent contractors?

No. In accordance with IRS requirements, these individuals must be hired through HR as casual workers paid through Payroll. Please contact the appropriate HR representative for further clarification.

How can I tell when to process an AP Check Request instead of a requisition?

The AP Check Request Form has a specific list of approved categories which can be accessed via a link directly on the form. If your requested category is not listed, the form cannot be used and you will need to submit a requisition.
