What is Presidential Directive No. 11?

As a public institution, Cal State Fullerton must take measures to assure the general public, donors, legislators, students and granting organizations that all funds received by the University are wisely spent and do not personally benefit University employees. Presidential Directive No. 11 identfies certain categories of expenditures which must be certified as essential, reasonable and supportive of the University's Mission, Goals and Strategies and it provides administrative guidelines and a process for the appropriate certification. Certification is provided by the signature of the Division Head (Vice President or the equivalent) or their designee on the Directive No. 11 form. The form must be attached to payment requests or Procurement Card monthly statements.

Presidential Directive No. 11 requires that all university expenditures:

  • Be compatible with and enhance the Mission, Goals and Strategies of the University.
  • Honor any restrictions imposed by the funding source(s).
  • Be reasonable in amount, prudent for an institution supported by public funds and accountable to the public for how it spends those funds.

CSUF's Presidential Directive No. 11 applies to all University administrators, faculty, staff, organizations, including student organizations, and auxiliaries.

Categories of Expenditures:

The Presidential Directive No. 11 policy addresses thirteen categories of expenditures. Only expenditures in the first seven of these categories (listed below) require the completion of a form and the approval of your Division Head.

Presidential Directive No. 11 also applies to grants funded with Special Funds or Auxiliary Funds (from the CSUF Foundation or the University Advancement Foundation). Common grants associated with Auxiliary Funds include the Cal State Fullerton Junior/Senior and General Faculty Research Grants.
