Division Head or Designee Approval - Directive No. 11
The approving official is responsible for assuring that the transaction is appropriate per the terms of Directive 11 and other applicable University policy, including: type of expense, fund source, approvals and delegations and complete supporting documentation.
The applicable Division Head is ultimately responsible for all purchases charged to University fund accounts assigned to the Division.
Please note that approval by a Division Head (Vice President, Chief Financial Officer, Chief Information Officer, etc.) is required for Directive No. 11 expenditures. "Division Heads" are, for the purposes of this Directive, the following administrators: the President; Executive Vice President; Vice Presidents for Academic Affairs, Student Affairs, University Advancement and Administration; Chief Information Technology Officer and Chief Financial Officer.
In some cases, Division Heads have delegated this responsibility to specific individuals. The delegation of approval for Directive No. 11 expenditures must be made in writing to the Chief Financial Officer. At present, the designated Division Heads and their designees are:
President -- Milton A. Gordon
Executive Vice President -- Vice President Judith A. Anderson
Academic Affairs -- Vice President Ephraim P. Smith
Vice President Smith has delegated approval authority, to be used in his absence from campus, to Associate Vice Presidents Margaret A. Atwell and Keith Boyum.
Vice President Smith has delegated approval authority for Directive 11 expenses under the category of hospitality expenses to Academic Affairs Associate Vice Presidents Margaret A. Atwell and Keith Boyum and College Deans. This authority is restricted to "Hospitality expenses at University sponsored or hosted meetings, conferences, receptions, activities or events where OFFICIAL UNIVERSITY GUESTS are present. (5.A.1 - 3)" Deans of CSUF Colleges who have received approval authority are:
College of the Arts -- Dean Jerry Samuelson
College of Business and Economics -- Dean Anil Puri
College of Communications -- Dean Rick Pullen
College of Engineering and Computer Science -- Dean Raman Unnikrishnan
College of Human Development and Community Service -- Dean Roberta Rikli
College of Humanities and Social Sciences -- Dean Tom Klammer
College of Natural Sciences and Mathematics -- Dean Kolf Jayaweera
Vice President Smith has delegated approval authority to Lisa Kopecky (Director, Academic Affairs Budget) for the following Directive No. 11 categories: 5.A.1 - 4, 5.D.1, 5.E.1, 5.F.b., and 5.G.1.
Administration -- Vice President Willie Hagan has delegated approval authority to Associate Vice President Bill Barrett. Approval authority that is solely that of the Vice President is retained by Vice President Hagan.
Business and Financial Affairs -- Chief Financial Officer Sherri L. Newcomb
Information/Technology Services -- Chief Information/Technology Officer Mike Parker
Student Affairs -- Vice President Robert L. Palmer
Vice President Palmer has delegated approval authority, to be used in his absence from campus, to Karen Wall.
University Advancement -- Vice President Pamela Hillman.
